This PR enables someone to begin indexing from a given block rather than genesis.
Useful for applications where someone is interested in filtering transactions after a given time (eg. deployment of a contract)
I am investigating building on top of this PR to support additional features such as filtering based on contract data / event data? Would that be something you are interested in?
